The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; and all ministries and commissions of the State Council and all institutions directly under the State Council:
各省、自治区、直辖市人民政府，国务院各部委、各直属机构：

Optimizing the business environment and reducing the institutional transaction costs are important measures for easing the burden on market participants and stimulating the market vitality. At present, the economy is facing some prominent conflicts and problems. Market participants, especially micro, small and medium-sized enterprises and individual industrial and commercial households, still face many difficulties in production and operation. Reform and innovation measures shall be actively utilized to assist market participants in resolving problems, overcoming difficulties, recovering vitality, and strengthen the foundation for economic recovery and development. For the purposes of thoroughly implementing the decisions and deployments of the CPC Central Committee and the State Council, creating a market-oriented, law-based and international business environment, reducing institutional transaction costs, boosting the confidence of market participants, facilitating the development of market participants, and providing strong support for stabilizing the macroeconomic market, with the approval of the State Council, the following opinions are hereby put forward.
优化营商环境、降低制度性交易成本是减轻市场主体负担、激发市场活力的重要举措。当前，经济运行面临一些突出矛盾和问题，市场主体特别是中小微企业、个体工商户生产经营困难依然较多，要积极运用改革创新办法，帮助市场主体解难题、渡难关、复元气、增活力，加力巩固经济恢复发展基础。为深入贯彻党中央、国务院决策部署，打造市场化法治化国际化营商环境，降低制度性交易成本，提振市场主体信心，助力市场主体发展，为稳定宏观经济大盘提供有力支撑，经国务院同意，现提出以下意见。
