Article 1 This Law is enacted pursuant to the Constitution for the purposes of preventing and correcting any illegal or improper administrative acts, protecting the lawful rights and interests of citizens, legal persons and other organizations, safeguarding and supervising the exercise of functions and powers by administrative organs in accordance with the law, and maximizing the role of administrative reconsideration as the main channel for resolving administrative disputes.
　　第一条　为了防止和纠正违法的或者不当的行政行为，保护公民、法人和其他组织的合法权益，保障和监督行政机关依法行使职权，发挥行政复议化解行政争议的主渠道作用，根据宪法，制定本法。
