• The Measures for the Administration of Acceptance, Discount and Rediscount of Commercial Bills, as deliberated and adopted at the 7th executive meeting of the People's Bank of China for 2022 on August 24, 2022 and as examined and signed by the China Banking and Insurance Regulatory Commission, are hereby issued, and shall come into force on January 1, 2023.
• 《商业汇票承兑、贴现与再贴现管理办法》已经2022年8月24日中国人民银行2022年第7次行务会议审议通过和中国银行保险监督管理委员会审签，现予发布，自2023年1月1日起施行。

• Chapter I General Principles

• 第一章　总　则

• Article 1 For the purpose of regulating the acceptance, discount and rediscount of commercial bills, these Measures are developed in accordance with the Negotiable Instruments Law of the People's Republic of China, the Law of the People's Republic of China on the People's Bank of China, the Banking Supervision Law of the People's Republic of China, the Law of the People's Republic of China on Commercial Banks, and other relevant laws and regulations.
• 　　第一条　为了规范商业汇票承兑、贴现与再贴现业务，根据《中华人民共和国票据法》《中华人民共和国中国人民银行法》《中华人民共和国银行业监督管理法》《中华人民共和国商业银行法》等有关法律法规，制定本办法。

• Article 2 For the purposes of these Measures, “commercial bill” refers to a bill issued by a drawer, entrusting a payer to unconditionally pay a fixed amount to the payee or holder at sight basis or on a specified date, including but not limited to banker's acceptance bill, acceptance bill of a finance company, commercial acceptance bill, etc., in paper or electronic form.
• 　　第二条　本办法所称商业汇票是出票人签发的，委托付款人在见票时或者在指定日期无条件支付确定的金额给收款人或者持票人的票据，包括但不限于纸质或电子形式的银行承兑汇票、财务公司承兑汇票、商业承兑汇票等。
