The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government; and all ministries and commissions of the State Council and all institutions directly under the State Council:
各省、自治区、直辖市人民政府，国务院各部委、各直属机构：

Since the issuance of the Guiding Opinions of the General Office of the State Council on Accelerating the “Cross-Provincial Handling” of Government Services (No. 35 [2020], General Office of the State Council), all localities and departments have vigorously promoted the “cross-provincial handling” of high-frequency government affairs services closely related to the development of enterprises and the public's lives, making it more and more convenient for enterprises and the public to handle affairs in different places. For the purposes of implementing the decisions and deployments of the CPC Central Committee and the State Council on strengthening the construction of digital government and continuous optimization of government services, implementing the requirements of the Government Work Report, expanding the scope of “cross-provincial handling” of government services, further improving the efficiency of services, and more effectively meeting the needs of enterprises and the public for handling affairs in different places, the following opinions are hereby put forward with consent of the State Council.
《国务院办公厅关于加快推进政务服务“跨省通办”的指导意见》（国办发〔2020〕35号）印发以来，各地区各部门大力推进与企业发展、群众生活密切相关的高频政务服务事项“跨省通办”，企业和群众异地办事越来越便捷。为贯彻党中央、国务院关于加强数字政府建设、持续优化政务服务的决策部署，落实《政府工作报告》要求，扩大政务服务“跨省通办”范围，进一步提升服务效能，更好满足企业和群众异地办事需求，经国务院同意，现提出以下意见。
