To Human Resources and Social Security Bureaus, Financial Bureaus, Tax Services and Medical Security Bureaus in all districts, the Human Resources and Social Security Bureau, Financial Bureau, Tax Service and Medical Security Bureau of Beijing Economic-Technological Development Area, social insurance agencies, and social insurance participants,

In accordance with the Regulation of the General Office of the State Council on Issuing the Comprehensive Plan for Reducing Social Insurance Rates (Guo Ban Fa [2019] No. 13), and with the consent of the Beijing Municipal Government and the approval of the Ministry of Human Resources and Social Security and the Ministry of Finance, the social insurance rates of Beijing will be lowered. Relevant matters are hereby notified as follows:
根据《国务院办公厅关于印发降低社会保险费率综合方案的通知》（国办发〔2019〕13号）精神，经市政府同意，人力资源社会保障部和财政部批准，降低本市社会保险费率，现将有关事项通知如下：

Starting from May 1, 2019, the proportion of participants' contributions to the basic pension insurance for urban employees (including basic pension insurance for enterprises, government organs and public institutions) will be reduced from 20% to 16%.
自2019年5月1日起，城镇职工基本养老保险（包括企业和机关事业单位基本养老保险）单位缴费比例由20%降至16%。
