All local offices of the China Banking and Insurance Regulatory Commission (“CBIRC”); housing and urban-rural development departments (commissions, management committees, and bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Bureau of Housing and Urban-Rural Development of Xinjiang Production and Construction Corps; the Shanghai Head Office of the People's Bank of China (“PBC”); all branches and operation offices of the PBC; central sub-branches of the PBC in all capital cities of provinces (autonomous regions) and all sub-provincial cities; and all large-scale banks, joint-stock banks and foreign-funded banks:

For the purposes of specifying the relevant requirements for commercial banks to issue letters of guarantee to withdraw pre-sale proceeds under supervision, supporting high-quality real estate enterprises' appropriate use of pre-sale proceeds under supervision, preventing and resolving liquidity risks of real estate enterprises, and promoting the steady and sound development of the real estate market, the relevant matters are hereby notified as follows:
为明确商业银行出具保函置换预售监管资金相关要求，支持优质房地产企业合理使用预售监管资金，防范化解房地产企业流动性风险，促进房地产市场平稳健康发展，现将有关事项通知如下：
