Article 1　These Measures are formulated in accordance with the provisionsof the Regulations of the People's Republic of China for the Security Protection of Computer Information Systems, Interim Provisions of the People's Republic of China on the Administration of the International Networking of Computer Information Networks and other laws and administrative regulations with a view to strengthening the security protection of the International networking of computer information networks and maintaining public order and social stability.
　　第一条　为了加强对计算机信息网络国际联网的安全保护，维护公共秩序和社会稳定，根据《中华人民共和国计算机信息系统安全保护条例》、《中华人民共和国计算机信息网络国际联网管理暂行规定》和其他法律、行政法规的规定，制定本办法。

Article 2　These Measures shall be applicable to the security protectionadministration of the international networking of computer information networks within the territory of the People's Republic of China.
　　第二条　中华人民共和国境内的计算机信息网络国际联网安全保护管理，适用本办法。
