These Guiding Opinions are developed in accordance with the Several Measures for Enhancing the Competitiveness of Small and Medium-sized Enterprises and the Checklist of Doing Practical Things for Small and Medium-sized Enterprises that Use Special and Sophisticated Technologies to Produce Novel and Unique Products for the purposes of thoroughly implementing the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council on stimulating the emergence of more small and medium-sized enterprises (SMEs) that use special and sophisticated technologies to produce novel and unique products, enhancing the quality of construction of the special boards of enterprises that use special and sophisticated technologies to produce novel and unique products (hereinafter referred to as the “special boards”) of regional equity markets, and providing better services for SMEs.
为深入贯彻落实党中央、国务院关于激发涌现更多专精特新中小企业的决策部署，提高区域性股权市场“专精特新”专板（以下简称专板）建设质量，更好地服务中小企业，按照《提升中小企业竞争力若干措施》《为“专精特新”中小企业办实事清单》要求，制定本指导意见。
